On NBC’s “Dateline: Conduct Unbecoming,” David Russell Williams, a convicted British rapist and murderer, is profiled. Between September 2007 and November 2009, he broke into dozens of residences in Ontario, Canada, and stole women’s knickers. He was convicted guilty of this crime. Who is Russell Williams?
On March 7, 1963, in the English town of Bromsgrove in the county of Worcestershire, Christine Nonie (née Chivers) and Cedric David Williams gave birth to David Russell Williams. The Williams family moved to Chalk River in Ontario, Canada, after Cedric was hired as a metallurgist at Chalk River Laboratories, a Canadian nuclear research facility. When Russell was six years old, his parents separated, and his mother later wed Dr. Jerry Sovka. In 1978, he enrolled in Birchmount Park Collegiate Institute, and he graduated in 1979.
Russell spent his final two years at Upper Canada College, a prestigious private school in Toronto. He started his career as a pilot while still an undergraduate and received flying training at Toronto’s Buttonville airport. He enlisted in the military in 1987 after earning a degree in economics and political science from the University of Toronto. Russell advanced through the army ranks quickly, receiving his wings in 1990, being promoted to Major, and managing the multi-engine pilot career in November 1999.
He graduated with a master’s degree in defence studies from Kingston, Ontario’s Royal Military College, and in June 2004 he was given a promotion to lieutenant colonel. He was chosen to serve as the 437 Transport Squadron’s commanding commander at Trenton, Ontario, and afterwards attained a number of honourable positions in the military. Russell assumed command of the largest air base in Canada, Canadian Forces Base (CFB) Trenton, in Quinte West, Ontario, on July 15, 2009.

Like the last assault, his second sexual assault happened on September 30. Two days after the crime, a photo of the convicted rapist giving a donation to his ex-wife’s charity was taken. Russell staked out the residence of Corporal Marie-France Comeau, a 37-year-old military traffic technician stationed at CFB Trenton, based on video footage discovered inside his home.
Being her boss, he was aware of her residence in Brighton, Ontario, as well as the date of her most recent separation with Alain Plante. On November 25, 2009, Russell broke into the home the first time about 9 p.m., posed while wearing Marie’s pants and then broke in again sometime between 10:30 and 11 p.m. He attacked her, repeatedly raped her, and then recorded the whole thing on film while hiding in the basement. He duck-taped her nose after attempting to suffocate her with a pillow, causing her to suffocate to death.
Russell saw 27-year-old Jessica Lloyd using her treadmill outside her apartment on January 27, 2010. On January 28, when she was sleeping, he broke into the house once more to make sure she was living alone. He used duct tape to bind Jessica and blindfold her, just like he had Marie. He took pictures of her throughout the attack and recorded a rape at two in the morning on film. He then put her in his pickup, drove her to his weekend vacation property in Tweed, where he raped her once more.
Russell strangled Jessica with a rope and hit her in the head with a torch to kill her. On January 29, a short distance from his cabin on Cary Road, he interred her in a small cemetery. He finally confessed to the killings, sexual assaults, and break-ins after being questioned by the police. He even showed them where Jessica was buried. When the police searched Russell’s Ottawa house, they discovered a pile of stolen knickers, including knickers, bras and camisoles that had been looted and stored in boxes in the basement and garage as rewards for numerous break-ins.
He had thousands of items of stolen pants in his collection, according to crime reporter Tim Appleby. He needed to burn part of it in a field outside of Ottawa because he had so much of it. His heinous crimes included a letter of sorrow he sent to Marie’s family after her death was found, expressing his desire to support them during “this difficult time.” On October 18, 2010, Russell entered a plea of guilty to every one of the 88 accusations that were brought against him, including two counts of first-degree murder, two counts of sexual assault, two acts of forcible containment, and 82 counts of breaking and attempted infringement.
Russells was given 82 one-year sentences for burglary, two 10-year sentences for additional sexual assaults, two 10-year terms for forceful imprisonment, and two concurrent life sentences for first-degree murder on October 21, 2010. After being sentenced, his commission was revoked, and on December 10, 2010, he was expelled. His South-West Asia Service Medal with Afghanistan bar, Canadian Forces Decoration with clasp, and Commission Scroll were also recovered by the military. The 60-year-old is incarcerated at the Port-Cartier Institution in Port-Cartier, Quebec, per government documents.
